Only one file showing on short cut when two files open.

Hello,

The shortcut key is only reflecting one file open even though there are two open.
It doesn't always happen and does not seem to matter how I open the files, one at a time, both at the same time, through the application or through the folder.
Drives me little crazy, hoping there is a fix.
It is difficult to explain so I included print screens.

Excel Facts

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
In Windows10 hovering over the Excel Shortcut displays all open workbooks as in image below
