Open Ended Drop Down Lists

Can I create a drop down list that will allow a user to either select one of the options provided in the list or create his own? As far as I can tell, using the data validation function does not allow a user to type something on this list.

Thanks, but that is not quite going to do it. My user will not be able to get to the page with the lists to create a new one. I'll keep poking around. I'm open to any more ideas!
