Optimal Combination of Unit Types Within a Building Type based on Square Feet

Can someone help me figure this out? I've tried with vloopkup/index match and looked into the Solver add-in but can't find a property solution.

I have 5 unit types, each of a certain size (square feet). I have 4 building types each of a certain size as well. For each type of building (e.g. small, medium, large) I want to solve for the optimal/most efficient configuration (e.g. two Dens, 1 Studio, 1 Forge, etc.) so that there is as little unused space in each building as possible.
