Populate list based on dynamic range

I have created a dynamic named range in the Variables sheet of the workbook listing employees and what their role is. The list is by department also, so there is two columns for each dept., ie:

Dept A Dept B
Employee ROLE Employee ROLE

I need these to populate in a different sheet like this:

Dept A
Employee ROLE weekly information
Employee ROLE weekly info

Dept B
Employee ROLE weekly info
Employee ROLE weekly info

The idea is that the fVariables sheet could be updated as staffing changes, and the other sheet would populate accordingly.

I am not sure if I needed the dynamic range on the variables sheet... it was just the best idea I had and didnt get me far.

So, help is appreciated!

To clarify a little:

Using MS Excel 07
Variables sheet holds lists of employees by department coupled with their title in an adjacent cell.
I need this list to be dynamic (which I think i've done) so that I can add employees and remove employees as staffing changes are made.
I need this info on the Variables sheet to be the basis for another sheet involving hours and bill rates, arranged by row according to employee name.

department
name title hours worked bill rate etc.

name and title should populate/change based on the variables sheet?

can this be done??

Here is the way my data is set up in the Variables tab:

Here is how I need it to appear in the second sheet. The idea is that new rows would appear when new employees are added to the Variables sheet.

I included a third column to show that I will be adding static (mostly) data next to these items in the second sheet.
