Prompt User, Error Message to Correct Invalid/Failed Returned Values

Hello, I would like to create a box that pops-up and prompts the user with an error message: "Return value is invalid. Please click 'OK' to correct." when a conditionally formatted cell returns an out of tolerance deviation (computed from a three-set data entry).

How can this be done? Thank you so much!
 
What is it that tells us that "all data is recorded"? When a particular cell changes? If so, which cell, and how is it changed: by someone entering a value into it from the keyboard or as the result of a recalculation?
