Protected Worksheet - need to update/change links

I have a protected worksheet that is distributed for data input. The data input area is limited to a defined area of unprotected cells. I would like to allow the end user the capability of creating a link within the input cells (currently can) and be able to update or change the link (currently can't). I am working in Excel 2003.
