Referencing Cell Validation Values from another Excel file

I am trying to reference another excel file through an intranet in order to pull values to be used in a drop down.

This works and the drop down values appear:

='[BOW Prefills Template.xls]Prefills'!$A$9:$A$20

but this does not work and the drop downs are empty:

='http://rsidocs.one.net/docs/vobs/docs/Customer%20Test/Scout%20Team/General%20Documentation/[BOW Prefills Template.xls]Prefills'!$A$24:$A$28

Anything jump out as to why this would technically not work? I am trying to eliminate any obvious mistakes I might be making.
