Remove Last 2 Characters from Cell

We have customer address info setup with the city and state combined into one, the state abbreviation being the last two characters. I would like to remove the last two characters to get just the city name.

I cannot use text to columns with space as a delimiter as some of the city names have spaces.

What would be the formula to remove the last two characters of the field?
