Is it possible to replicate the connection established using a .atomsvc file without having to reference an actual .atomsvc file somewhere?

My ultimate goal is to alter the href filters located in the .atomsvc file without having to download .atomsvc file from the server... for all 250 tables...
So, instead of downloading a new .atomsvc file for each table, you can just specify the filters you want using VBA and then it pulls those filters into a Workbook.

I know links to each table and can use an XML editor to alter them inside the .atomsvc file to successfully create connections to any table I choose. I just want to be able to do something like that more easily...
