Rounding decimals to the nearest quarter

I am working on a staff schedule budget. I am trying to calculate based on budget and rate how may hours an employee can work. Here is the catch, while an employee may get a budget of $2889.00 at a rate of $15.00/hr which would give them 192.6 hours. However, since our timesheet system only accepts values in increments of 15 minutes the max that I could assign the employee would be 192.5 hours, Is there a way to rounddown to the nearest 0.25? So that in this case instead of 192.6 I would get 192.5; or if an employee would have 192.3 they would show up as 192.25 since it has to be based on the quarter of an hour.
