Row-and-Column Lookup

I have the following formula,
=INDEX(A7:H14, MATCH(B1, H7:H14, 0), MATCH(B2, A6:H6, 0))
In B3 , that gives correct result.
But, if I put the same formula any where else it gives me result “General”, I am puzzled why is that although formula is exactly the same.

Use =VLOOKUP(A2,CHOOSE({1,2},$Z$1:$Z$99,$Y$1:$Y$99),2,False) to lookup Y values to left of Z values.

I just copy and paste format and it is working fine. Thanks for looking my post.
