Security Warning macro dialog bypassed - prevents file open

I have an Excel file with a macro that prevents the file from opening if 'Disable Macros' is chosen from the Security Warning dialog. The file is stored on a shared network server.
If the file is opened by opening Excel first, then navigating to the file (File > Open...) it works fine. However, if a user attmepts to open the file from a hypertext link (sent to them in an email for example), the Security Warning dialog never appears, and therefore the file cannot be opened. Can anyone explain why opening the file by clicking on a link would bypass the Security Warning dialog?
