Sumif problem

cell A1 has number 280010
cell A2 has number 260020
cell A3 has number 280320

cell B1 has number 10
cell B2 has number 15
cell B3 has number 25

in cell C1 I was trying to use =SUMIF(A1:A3,28&"*",B1:B3)
to sum numbers in column A that start with 28 but it does
not work what am I doing wrong?

Excel Facts

Shade all formula cells
To shade all formula cells: Home, Find & Select, Formulas to select all formulas. Then apply a light fill color.
Perhaps a SUMPRODUCT

=SUMPRODUCT(--(LEFT(L2:L4, 2)="28"), M2:M4)

Might work a bit better
