SUMIFS formula on VBA

Hi all, I am trying to make a sumifs formula work on my spreadsheet, however for some reason it gives me the same result for all cells (0?)

Here is how the formula looks:

Let Cells(x, y) = Application.WorksheetFunction.SumIfs(Unit Quantity, Sale Date, Cells(x, 1), Sale time, "" >= "" & Cells(x, 2), Sale time, "" <= "" & Cells(x, 3), Product Name, Cells(1, y))

I suspect the problem lies in the format I am setting the criteria for the time (which I am trying to sum between specific hours).

If the timing format is my problem, what can I do to match the normal time format on excel?
