summing a column with if statements

Hello, I'm looking to figure out how to produce an if statement that's multi layered and then sum a column of numbers derived by if statements. In the photo I want the 'levies' column to have an if statement basically saying if there's a positive value in the pay column put 1, if there is a negative value in the pay column put -1 and if its blank put zero. I'm a noob so I can do the very basic if 'there's a positive value, put 1' but that's all I know how to do. And then I'm having issues summing the numbers in cell C7.. it doesn't seem to sum them even if I switch the format to numbers/ accounting etc etc.

Put that formula in C3 & drag down.
