Unable to enter any formula excel 2010 and 2013

I am getting the error box referring to text vs. formula error when entering any formula, I have checked for viruses and reloaded office 2010 and 2013 and also tried all tne repairs I can think of to no avail
Any help for this old Marine would be appreciated..
 

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
Are you saying that you are not able to type in even the simplest of formulas and they won't work...?

When you click FILE, OPTIONS, FORMULAS... That will get you to the page for your formula settings if that will help...

Yes, any function or formula that requires a comma separator (sp) (all) I get the error box telling me to use a tilde if I want text.
The system is Win 7 Excel 2013, and has been checked for just about everything. Its driving me to drink !!

Are you able to enter in a cell:

3

bob

=3

=3+5

=SUMIFS(A:A,B:B,">0")

=SUMIFS(A:A;B:B;">0")

The "list" separator is a system setting found under "Region and Language" in the control panel.
Must goto the "Additional Settings..." to verify the list separator. The Format may indicate "English (United Sates)" but the additional settings can still be changed...
