Using OFFSET to return cells containing strings to a new column

I have a very large spreadsheet containing regional economic data forecasts up until 2100. Economic output is broken down by sector, region, year, scenario etc.

I managed to sum the regional output by using the following formula, which sums all 46 rows (for the 46 sectors), returning the regional output in a new column.

Code:
=SUM(OFFSET($E$2,(ROW()-2)*46,0,46,1))
<code>

I now want to create a forumula which works on the same principle, but places the region name/year/scenario varient, each in a different column next to the aggregated regional output.

However, this forumla does not work. Are there any suggestions?

I tried something like the following (the first name is in C2), but it didn't work:

Welcome to the board. Have you considered SUMIF or SUMIFS functions? A quick internet search should provide lots of examples.
