using UDF in a cell formula

I am trying to use this UDF on a spreadsheet and it is not available.

Public Function GetCellColor(ByVal Target As Range) As Integer
GetCellColor = Target.Interior.colorIndex
End Function

I have tried without the public. It is listed on the correct worksheet (general) GetCellColor.

The impression I get is, I should be able to enter in cell B2 =getcellcolor(A1). When I enter it, I get a #name ? error

Using Excel 2013

Excel Facts

What is the last column in Excel?
Excel columns run from A to Z, AA to AZ, AAA to XFD. The last column is XFD.
The UDF should be in a standard module, not a worksheet module.
