XLSTART issue (can't hide file)

I've had a PERSONAL workbook (binary worksheet) on my work computer for about 3 years, used to store macro functions that I can reference in all files and has worked great. I prefer to have the PERSONAL file hidden when Excel opens, however for some reason Excel will no longer open if I try to open a start a blank worksheet. If I open an existing worksheet, Excel opens just fine and I can see the PERSONAL file is hidden, but for some reason if I go to Start>Excel 2013 it gets stuck on the initial loading screen (I've waited several minutes to see if it ever opens, it does not).

Through playing around I can see that removing PERSONAL from XLSTART fixes the issue (but doesn't automatically open my PERSONAL file). It will also work if I unhide the PERSONAL files... but both of these options are not my preference.

Does anyone have any idea why this issue might be happening, or a setting needed to fix this?
