assigning stop lights to two different scenarios

I have two needs for red, yellow, green stop lights

1) if cell A1 has "05" (as text), then cell A2 should be a green light.
If it has "03" (as text), then cell A2 should be a yellow light.
If it has "02" (as text), then cell A2 should have a red light.


2) if cell A3 has a date between six weeks and three weeks one day before today's date, then cell A4 should have a green light.
if cell A3 has a date three weeks or less before today's date, then cell A4 should be have a yellow light.
if cell A3 has a date that is before today's date, then cell A5 should be red (item is late)
