Assigning X amount of assignments per day

Once a month I download a list of workorders for my company and assign X amount of work orders to each group per day (table below). Another table is the list of each and every work order we have. I want to assign work orders based on the amount per day specified in the table below. So on September 1st I would want 1 Elec GASMON work order assigned to ELEC then the next work order to be assigned on 9/2 then 9/3 and so on until all work orders have been assigned. Then I want it to look at Elec RGUAGE and assign the first six to ELEC on 9/1 then the next 6 assigned to ELEC on 9/2 and so on. Is this possible?
