Building a scorecard based on text criteria [Data Validation?]

[FONT=&quot]I have been given a task and am looking for advice.[/FONT]
[FONT=&quot]My boss has 9 customers. These 9 customers are ranked on 12 criteria which my boss has ordered in order of importance. [/FONT]
[FONT=&quot]My goal is this: Each of the 12 criteria can have multiple options (this is where the data validation list comes in).

How do I attach a weighting to these criteria?

Then, my boss wants an interactive scorecard.

For example, he wants to be able to change one of the criteria (to see if a customer got better or worse) and reflect this in the rankings compared to other customers.
