Can Excel create forms with printing restrictions?

Specifically, what I'm trying to do is create a form that will not print unless a number of cells I designate are completed. I work in a Payroll department where incomplete paperwork is a problem, so I'm trying to address the issue by making a few "idiot proof" forms. Ideally, I would like to do this with Excel. I have a feeling this is a longshot, but is Excel sophisticated enough to create such a form? If so, how? If not, does anyone have any suggestions for other avenues I could take to the same end?

The Excel team increased the size of the grid in 2007. There are 2^20 rows and 2^14 columns for a total of 17 billion cells.

You could do this using VBA.

You would probably want to look at the BeforePrint event of the workbook.

This is triggered before anything is printed from the workbook.

You could use it to check that the required inputs have been made.
