can't scroll up anymore

I'm at row 6000 but now Excel thinks there is content between row 6000 and 1,0480,000 and there isn't. Consequently, the space between the scroll up and down button and the top is almost zero. So if I'm at row 6000 I can't scroll 30 rows with the click of one button.
