Cant think of a way

So I have 2 work sheets. On sheet 1 column A if it is filled out then a few column A cells are skipped then another column A cell is filled, on sheet 2 they won't skip rows. This was obtained by an INDIRECT formula. Now what I'm wanting is any information added to the B cells of sheet 1 that are in between the skipped A cells to go to the sheet 2 row that equals the A cell on sheet 1 that is above the B cells.

=IFERROR(INDIRECT("NOTES!A"&SMALL(IF(LEN(NOTES!$A$1:$A$500)=0,"",ROW(NOTES!$1:$500)),ROW(B3))),"")
