column conditional formatting - keeps changing when cellls copied

I have a spread sheet that I want to set a conditional formatting on column C. Rules: =AND(D1<>"", C1="") Condition: turns cell yellow

this is working but if I grab (as an example) C15 and drag it down to C18 to copy a value to the cells below, it causes the conditional formatting to get all funny and creates multiple conditional formatting rules.

I need to be able to drag and copy the cells as it is part of my daily task.

I tried using name ranges and indirect to make it stop creating and changing the rules....but it is not working. I could be writing it wrong. I have searched but I am not able to find a solution that works for me.


how do set the conditional formatting so that it will stick to column c and not get messed up?
