Conditional Formating in VBA

I am new to VBA and want to create a macro which will add conditional formating to the columns which I insert. I need each row to be formated the same. I want it set up so that if the row (D4:D29) says borrow it highlights the highest rate. If it says lend it highlights the lowest rate on that row.

Excel Facts

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
I need this to be a part of a marco for an excel sheet I get emailed everyday. Also this marco needs to determine whether to highlight the highest or lowest value based on text in an adjacent cell.
