Conditional Formatting Causing Problems

Hi from partially cloudy 9 Degrees C York UK,

I am struggling with conditional formatting. This is what i want to achieve..

Phrase "Hotels York" - Wk 1 Position 5 | Wk 2 Position 1 - (Promotion Green Arrow Up)
Phrase "Bed & Breakfast York" - Wk 1 Position 2 | Wk 2 Position 2 - ( No movement Flat yellow Bar)
Phrase "Santa York" - Wk 1 Position 1 | Wk 2 position 5 (Demotion - Red arrow pointing down)
