Conditional Formatting to find matching cells

Hi everyone,

I am having an issue using conditional formatting. I am trying to find cell values in one column that match cell values in a second column. once found the matching value is highlighted
In the example; 1 and 2 in the first column would become highlighted.

2 1
3 3
4
