Constant Cell Refrence while copying formula

I want to copy a formula from a cell to another cell but when I copy the formula the cell references change. Can I copy the formula without changing the cell reference?
Here is an example:

=(SUMIFS('VSAT Site Availbility Week #17'!L3:L600,'VSAT Site Availbility Week #17'!D3:D600,"=Transit_2nd E1",'VSAT Site Availbility Week #17'!Q3:Q600,"=PMCL Outages"))*24*60/100.8

changes into

=(SUMIFS('VSAT Site Availbility Week #17'!L4:L601,'VSAT Site Availbility Week #17'!D4:D601,"=Transit_2nd E1",'VSAT Site Availbility Week #17'!Q4:Q601,"=PMCL Outages"))*24*60/100.8

Can I keep the cell reference constant??

Use Data, What-If Analysis, Goal Seek to find the correct input cell value to reach a desired result
This should work:

=(SUMIFS('VSAT Site Availbility Week #17'!$L$3:$L$600,'VSAT Site Availbility Week #17'!$D$3:$D$600,"=Transit_2nd E1",'VSAT Site Availbility Week #17'!$Q$3:$Q$600,"=PMCL Outages"))*24*60/100.8

The $ will lock your row and column.

put $ in to stop the column moving $D
and $ to stop the rows moving D$3
to fix the cell completely then $D$3

=(SUMIFS('VSAT Site Availbility Week #17'!$L$3:$L$600,'VSAT Site Availbility Week #17'!$D$3:$D$600,"=Transit_2nd E1",'VSAT Site Availbility Week #17'!$Q$3:$Q$600,"=PMCL Outages"))*24*60/100.8

now when you copy the formula will not change cells at all

also in Excel = if you click on D3 in the formula and then F4 it will put the $ in for you and change to $D$3
