Copy Rows Based on Cell Value (time) :: Macro help

We are (pivot) charting the amount of tv spots purchased per hour. sometimes programs are purchased in blocks larger than one hour. These blocks need to be broken down into average quantity per hour.

Each Row includes a Television Program (column F), start time (H), end time (I), and a total number of commercials purchased during each program block (column X).

For program block over the length of one hour, 1:00 (calculated in J, format is time), we want to duplicate that row to match the number of hours in the block. each row will represent the number of spots per hour (X/numerical value of J) instead of total program block. value can replace value in 'column X'.
