Countif for varying dates

Hi,

I've looked through the boards, help files, etc. and haven't found anything that has given me exactly what I needed.

I have two columns: one is "scheduled end date" and the other is "actual end date". I want to count every instance where the actual end date (say in column B) is less than or equal to the associated scheduled end date (say in column A). It seems like it should be simple, but I can't get it to count right because I'm referencing varying dates throughout the column.

Also, I did manage to create conditional formatting to highlight in green every record where this is true (actual <= scheduled)... is there a way to just count wherever the conditional formatting is met?
