Creating a pivot with this information

Hi All

Hope your all well, I need some help in creating a pivot table for the data I have attached. I have tried everything from normalising it and using all possible pivots available with the informaiton if i create one but it is not being created.

The problem I am facing is that the values are not being added up correctly and are the same for each of the columns. I am Placing "ou" and "rank" in report filter, In columns the skills alongside their values but they are not adding rightfully. I also want the pivot table to ignore blanks but do not know how to do this? Can somebody help me please? Ultimately I want to create a pivort chart which will automatically adjust based on the filter i apply from the report filter. Any advice or guidance would be very much appreciated.
