Is there a way in access either by query or report to have the user select a date range before the query is run? For example the user wants to run a report for a specific fiscal year.

Excel Facts

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
Awesome. I searched but didn't get this article. Thank you.

You are welcome.
Parameter queries are great tools for dynamic reports!

Is there a way to make them pick a fiscal year when they click to run the report, instead of the query?

OK, I think you misunderstood how you do this.

You create the Parameter Query, and then use this Parameter Query as the Data Source of the Report.
Then, whenever they open/run the Report, they will be prompted to enter those values. They never have to go to the Query directly - they simply open/run the Report, and it all happens dynamically.

OK, here is my query in design view were and how would I put the parameter because when I put it in the Fiscal_Year field it didn't work.

I don't see the parameter under the Fiscal Year.
Can you show the screen print with what you tried?
