dependent data validation

I'm trying to get a dependent data validation list set up. I know I'm supposed to use the indirect function along with substitute (because the first list has spaces in the options). I think it has to do with my named ranges.

I've added an image with a snapshot of my named ranges. I'm wondering why the "value" shows {...} in most of them. Does that mean that they are evaluating as blank? I know it is referencing the correct cells and those are populated.

Any thoughts?
