Dynamic Sort

I have the following data, in cells A2 to A10 I have names and in cells B2 to B10 I have numbers.in cell A1 I have column header called name and B2 have column header called rank.

Is it possible that everytime the rank column changes, it will sort out ascending accordingly?

Name Manager, New Name. Yesterday =TODAY()-1. OK. Then, use =YESTERDAY in any cell. Tomorrow could be =TODAY()+1.
I don't know how to dynamically sort the range itself, but try this:

In cell C2 enter:

=INDEX(A$2:A$10,MATCH(SMALL($B$2:$B$10,ROW(A1)),$B$2:$B$10,0),1)

and copy down and across to cell D10.
