Excel Chart Question - Can Move Axis, cant move tickmarks

I have a horizontal bar chart which tracks two series. On the top of the chart is my axis which goes from 0% to 100% like the table below. below the axis is one bar which moves from 0 - 100% (lets sat row 2 in the below table

When I right click on the axis and select format axis, then under labels select low, it moves the 0% to 100% axis text from the top to the bottom which I want, but it leave the tick marks at the top and I can't figure out how to move them to the bottom.
