Find combination of qty sumproduct of which is within a approved value limit

Hi All,
I need help desperately. Let me explain the problem.

I have a list of products with their rates & i need to raise replacement invoice to customers total value of the products should not exceed the approval that i received by more than 3 INR. i then need to find item-qty combination that will match the approved limit.

Item Unit Value Qty Total Value
A 2 ? = unit value x qty
B 1 ?
C 3 ?
D 4 ?
Total Value 100 - 103


Approved limit is 100

The total value of item can max go to 103 but not less than 100. Currently i am doing it manually, which is terribly time consuming. Please help !
Tried using solver but not of any rescue.

Hi. Although the requirement isn't totally clear [to me], it sounds like solver might be an excellent solution. Please, can you explain a bit more?

looking at your confidence i once again tried with renewed constraints with solver....although i don't get 100% answer but i get almost 98%. I tworks for me!
