Force a specific list in a Pivot Table even if "value" not in raw data

I am sure I have seen this in an on-line help but can't find it.

My excel set-up (the template) has a few columns to fill. Some of this columns can only have specific values (selected from a drop down menu). The data is then used to create a number of "fixed" pivot tables

Example of user choice in column "Problem"
Category A
Category B
Category C
Category D
Category E

Because the user may not select all the category for 1 column it will never appear in the pivot table. so for example 1 day all the problems are 'Category A' therefore the pivot table will only show ''Category A' = 100%, the next day it could be 'B and 'C' and so on. I want the layout of the pivot table to show all categories even if it's not availalble in the raw data. in other word the layout is frozen
