Formula / text cells disabled

Hi...

Here i given a link for an excel chart created by some genius i think..

Some of the cells in this excel file, having formulas / text which is not allowing to edit by the user.

I need to create this type of excel for my project. Can any one pls help me how its created...

I know very little about password protecting a sheet.
I googled it to find out how to unprotect it - the response was a password prompt.
I can go no further.
