Have lost my Personal.xlsb file and cannot create a new one

Fortunately, I had already exported the modules to BAS files and zipped them.... just in case

I am completely baffled by this.

Just a little more background...
I had a corrupted User (Windows 10) and had to create a new one.
I copied the AppData Roaming folder to the new User before deleting old user

Let me be more precise. I DO know how to create the personal.xlsb file ...... Excel 2016 is preventing me creating it (in the normal way we all know how).

Please advise.......

I click the save button and it is NOT presented in the Start folder and is not in any folder. No error messages

I think I will create a xlsb file, save it to desktop and move it to the Start folder.
