Help with Index with 2 Match

I am trying use Index combined with 2 Match but I am stuck with my first Match. In the formula below, J3 equals a 4 digit number that needs to be found in A7:A17. The problem is in this array each cell has various 4 digit numbers separated by comma.
For example if J3 = 8580

A7 could be: New items (8230,8620, 8390)
A8 could be: Apple (8090)
A9 could be: Orange (8520, 8620, 8450,8580)
And so on

In this case my match is in A9. Is Match function capable of finding such a match? Or my first Match needs to be replaced by a different function?
