Help with "simple" Custom Format !

i have a numeric value 310.95 and want to "zero fill / right justify" into a 10-digit column
i have tried to use a custom format of 0000000000 (10 0's) but that seems
to "round up" to 0000000311

What format would keep the digits but remove the "." period?
