How to count the values in Column S if Column E equals a certain month

Hello,

Column S contains different strings of text. Column E contains the date that the information in Column S was decided. I would like to be able to calculate the following two things:

1. Count the number of times the phrase "not eligible" appears in Column S IF the date in Column E is in the month of February. I would also need to be able to edit this formula so that it calculates the same information for March, April etc.
   
   I would also like a variation of this formula with a third column of data added in.
2. Count the number of times the phrase "not eligible" appears in Column S IF the date in Column E is in the month of February AND COLUMN I contains the text "Exception".
