if(and returning true & true (but then false?)

HI,

I have this formula..

=IF(AND(I7>=K7,L7>=J7,),$A$16,$A$17)

and if I hit the evaluate formula button and cycle through the formula the first part of the AND returns TRUE, then the second part returns TRUE, then when I click the 3rd time the result changes to FALSE?

no matter what I do I cant make it return the a17 value (which is what I want in a TRUE/TRUE scenario)

driving me mad, I must be doing something really stupid.. please help me!!!!
