Author John Walkenbach was Mr Spreadsheet until his retirement in June 2019.
IF only has 3 arguments. Your formula has 4.

Please explain in plain English what you want to happen. We need to understand the priority and precedence on checking cells Y2 and X2.

Because, you're second IF statement is nested wrong.

=IF( logic test, true, false ) A properly nested IF would have the second IF in the true or false position of the first IF.

While yours looks like this:

=IF( logic test, true, false, IF( ...

Perhaps this?

=IF(Y2=88,"Complete",IF(X2=88,"Not Started","Under Review"))

Otherwise, can you walk us through what the formula should do step-by-step?

thanks to both Joe and Dreid. I simply changed it round and it now works.

=IF(X3=88,"Not Started",IF(Y3=88,"Complete","Under Review"))
