IF Statement for a negative range

Hello,
I need to test the above mentioned criteria for a set of values(in percent). Could someone help me in putting this into a formula using IF/And or anything else.

Copy formula down without changing references
If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
you can try this...

A1 =IF(B1<-29%,5,IF(B1<-9%,4,IF(B1<11%,3,IF(B1<30%,2,IF(B1>29%,1)))))
