In the following formula,

=IF(H813="OPEN","OPEN",IF(H813="","",H813-$J$3))

What does the "","" mean or cause?

ok, simple... where the formula is...

if h813 is OPEN, it puts in this cell OPEN...
if h813 is blank, it puts a blank in this cell...
if neither the first two, it puts h813 minus j3 in this cell...



In the following formula,

=IF(H813="OPEN","OPEN",IF(H813="","",H813-$J$3))

What does the "","" mean or cause?

The "" is used to enclose text. For instance, IF(H813="OPEN" asks "does cell H813 contain the text OPEN". When there is nothing in between the "", that asks "does cell H813 contain nothing (no entry or blank)".

Therefore, that part of your formula (IF(H813="","") says:

If cell H813 contains nothing/no entry/blank, return nothing/no entry/blank
