IPv4 to IPv6 formula

Is there a way in excel to convert and IPv4 address to an IPv6 address using a formula?

Not sure how to figure out what the 6to4 would be.
 

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
