keyboard shortcut problem

On one computer on our network, the keyboard shortcut "Alt I" to open the Excel Insert menu, does not work. The word "Insert" in the menu bar becomes delineated (looks like an active button) when "Alt I" is pressed, but the drop down list of Insert commands does not open. All other Alt menu navigation, on everything except the Insert drop down menu works correctly (ie Alt f, Alt v etc). This problem does not occur on any of the other 20 computers on our internal network.

Our server operating system is Windows Server 2003 and desktop is Windows 2000.

Hoping someone can help.

Do they have any other menu bars visible that also have a shortcut of I? If you hold down the Alt key and keep pressing the I key does it jump from the Insert menu to anywhere else? If the other menus are working OK then this is all I can think it would be.
